RFP for HR Services
Introduction
The Root Agency is seeking proposals from qualified Human Resources (HR) companies to conduct a comprehensive review of our current HR policies, procedures, benefits, hiring guidelines, company handbook, and onboarding processes. The purpose of this review is to ensure compliance with relevant laws and regulations, optimize operational efficiency, enhance the overall employee experience, and potentially contract for ongoing services.

Objectives
​
The primary objectives of this RFP are:
• Review and update existing HR policies, procedures, and guidelines
• Ensure compliance with local, state, and federal regulations
• Assess the effectiveness of current benefits packages and make recommendations for improvements
• Review and revise hiring guidelines to attract and retain top talent
• Update the company handbook to reflect any changes resulting from the review process
• Provide customizable services for preemployment activities, coordination of candidate screening and onboarding activities

Scope of Work
• Conduct an initial assessment of our current HR policies, procedures, benefits, and company handbook
• Identify areas for improvement and provide recommendations for updates or revisions
• Collaborate with The Root Agency's HR team to implement approved changes
• Provide documentation and training materials as necessary to support the implementation process
• Deliver a final report summarizing findings, recommendations, and any proposed revisions to HR materials
• Concurrently manage preemployment activities, coordination of candidate prescreening, and onboarding activities

Proposal Requirements
Interested parties should submit proposals that include the following
information:
• Company background, including relevant experience in HR consulting and policy review
• Approach and methodology for conducting the review
• Proposed timeline for completing the project
• Qualifications and credentials of key personnel who will be involved in the project
• Cost estimate, including any potential additional expenses
• References from previous clients who have undergone similar HR Review
• Cost for scaled project deliverable options (ie: Phase 1, Phase 2, Phase 3 as applicable)

Evaluation Criteria
Proposals will be evaluated based on the following criteria:
• Experience and expertise in HR consulting and policy review
• Clarity and feasibility of the proposed approach and methodology
• Ability to meet project deadlines
• Qualifications of key personnel
• Cost-effectiveness
• References and past performance

The Root Agency reserves the right to reject any or all proposals received in response to this RFP and to negotiate separately with any vendor. Submission of a proposal indicates acceptance of the terms and conditions outlined herein.
